Joan Rounds

Joan Ann Rounds, 68, of Oakland died on Monday, October 5, 2015 at the Dennett Road Manor Nursing Home. Born on March 22, 1947 in Sandy Hook, KY, she was a daughter of the late Burl Willis and Elizabeth Phebe (Cleave) Kegley. She grew up in England and graduated from Rainsford Technical School in Chelmsford, Essex. Joan was a very caring and special person. She was devoted to her family and loved her dogs. She was also known to be a great cook. She is survived by two sons, Robert Rounds and wife Tonya and Rusty Rounds and wife Rachael, all of Oakland; three grandsons, Keith, Seth and Devon Rounds; three step-grandchildren, Terry, Courtney and Julie LaRue; loving sister, Zelma Kegley Neary of Mtn. Lake Park and her family, including a special niece, Phebe Neary who regarded Joan as a second mother. In addition to her parents, she was preceded in death by her husband, Harry R. Rounds, in October of 2014; her stepfather, Alfred Spooner; and a brother, Burl E. Kegley. Friends will be received at the C & S Fredlock Funeral Home, P.A., 21 N 2nd St., Oakland on Wednesday, October 7th from 6 to 8 PM. A funeral service will be held in the funeral home on Thursday, October 8th at 10 AM with Pastor Jason Buckley officiating. Interment will follow in the Garrett County Memorial Gardens.
