Arthur Naylor

Arthur E. Naylor, 91, of Oakland passed away on Saturday, September 21, 2013 at the Garrett County Memorial Hospital. Born on August 21, 1922, he was the son of the late Arthur E. Naylor, Sr. and Ruth (Michael) Naylor. He was a graduate of Oakland High School, obtained an electrical engineering degree from the University of Maryland and completed courses at the U.S. Naval Academy as a "90 day wonder" to become an ensign in the U.S. Navy. The V-7 program allowed him to finish his undergraduate degree before joining the war effort. He served as the Engineering Officer on the mine-sweeper, U.S.S. Fulmar moored in Miami. When the war ended, he continued his service as an instructor at Camp Peary, VA. until his enlistment period ended. He briefly worked for Potomac Edison Power Company in Washington D.C. before returning to join the family hardware business, A. D. Naylor & Company. There he served in various roles over the years including managing the mechanical contracting business and serving as President of the Corporation. He retired from Naylor's at the age of 68. He was a director of the former Garrett National Bank for over 30 years, served over 20 years as a Board Member and Treasurer for the Lighthouse, was one of the original members of the Oakland Downtown Merchants & Businessmen's Association (a forerunner of the Greater Oakland Business Association), served 10 years on the Oakland City Council, was one of the original Garrett County Promotion Council members, served with Habitat for Humanity and was a former member of the Oakland Rotary Club. The original group of promotion council members of which he was a part, rebranded a local fall festival from the Turkey Festival to the Autumn Glory Festival at which he later was honored as a Golden Ambassador. While a city council member, he helped implement the construction and design of the wastewater treatment facility. During his time with Lighthouse, he was instrumental in the financing and construction of the current facility and recently received recognition for his contribution. He was known for treating others with respect and without judgment. He enjoyed spending time with his grandchildren, listening to classical music and hiking through the woods with "his dogs". He is survived by his wife Betty (Yingling) Naylor; children, Janna Naylor and Shirley Knowles, Milton Naylor and wife Valerie, and Paul Bartlett Naylor and wife Adele; grandchildren, Brittany Naylor Raffin and husband Andrew, James Arthur Naylor, Heath Lewis Naylor, Annika Naylor, Tom Naylor and partner Connie, Rena Naylor and partner Kevin Louie, and Tabitha Naylor; great grandchildren, Jordan, Xander and Joseph; brother, Allen Naylor and wife Mary; brother in law, Ronald K. Yingling and wife Christina; and numerous nieces and nephews. In addition to his parents, he was preceded in death by two brothers, Howard D. Naylor and Lewis Bartlett Naylor. Friends will be received at the Burdock-Fredlock Funeral Home, P.A., 21 N 2nd St., Oakland on Friday, September 27th from 6 to 8 PM and on Saturday, September 28th from 10 to 11 AM at which time a funeral service will be held with Rev. Dr. Chip Lee officiating. Interment will follow in the Oakland Cemetery.
